NORFOLK, NEBRASKA - On October 1, 1871, Nebraska Territory was organized and named for the Norfolk County in Virginia. The first Nebraska territorial legislature met on November 15 and created a new government with a unicameral legislature. The territory consisted of present-day Douglas, Grant, Lancaster, Nemaha, Osborne, Polk and Somerset counties. On January 10, 1872 the Nebraska Territorial Legislature passed an act to create Fremont County from part of Lancaster County. On February 14 the territory received its final allotment of land from Congress and on March 12 it became a state of the Union.
