In 1992, Mayor Dick Codey declared "Open Season" on alligators within city limits; this policy aimed to attract more tourists who were visiting Mesa Verde National Park nearby. Additionally, in 2001-2002 (during Clintonomics), Buffet Restaurants opened up shop within city limits which helped increase restaurant sales throughout downtown while also bringing new life to what had been an aging commercial district.
