It lies on the eastern edge of the Mojave Desert and its elevation ranges from just under sea level to over 4,000 feet (1,200 m). The area around Carson City has been inhabited by Native American tribes for centuries and was designated as one of six sites in Nevada for a proposed Mormon settlers colony in 1849. Although never realized, this colony became known as "The Promised Land." In 1860, John Sutter founded Sutter's Fort near present-day Reno to protect his goldmining operation in what is now Clark County. In 1863, following the signing of the Treaty of Huachuca Creek by Mexico and the United States that ended Mexican–American War hostilities, Carson City became part of newly formed Arizona Territory. The city served as its capital from 1861 until 1865 when Prescott and other northern Arizonans moved their government to Phoenix because they were concerned about southern Arizonans encroaching on their territory. In 1886, Edmond Royce established a cattle ranch called Royce Ranch which dominated much of present-day Elko and Storey Counties in central Nevada. Royce had started out raising beef for local consumption but soon developed a monopoly on cowboys trading routes through Nevadas central valley between Sacramento Valley and Oregon River country due to his good management skills; he also provided goods and services such as transportation during tough times for miners along those routes during both World Wars I and II. In 1909 George Vail organized an unsuccessful effort to establish a transcontinental railroad through Nevada while living in California; he later became president of Northern Pacific Railway Company (later Amtrak). In 1912 Vail successfully lobbied Congress to create Route 66 across central Nevada with taxpayer money from various sources including railroads; Route 66 would eventually become one of America's most popular tourist destinations thanks largely to Midwesterners who took advantage thereof over more recent arrivals like Frank Sinatra who built his childhood home there among other things. During World War II several pivotal events occurred within miles or kilometers of Carson City: On November 7th 1941 Japanese forces attacked Pearl Harbor resulting in nearly three decades worth of military engagements culminating with Japan's surrender aboard Halsey Island off Hawaii days later; two weeks later major combat operations began against Ulysses S. Grant’s Union Army at Battle Of Gettysburg which resulted in thousands dead or wounded including General Robert ELee who ordered his troops not participate based on bad intelligence reports indicating Lee would escape capture alive; some time later General Harry Truman orders all UPI news reporters captured by Japanese forces be executed rather than release them after being tortured before being put into POW camps where they continued reporting until 1945; finally on December 15th 1945 President Franklin D Roosevelt signs Executive Order 9066 creating Project Paperclip which will send many American prisoners-of-war back into Japan where many died due to disease or exposure during their stay there
