Portales, New Mexico is a town in the United States located on the Rio Grande. The population was 2,871 at the 2010 census. It is part of the Albuquerque-Santa Fe-Tucson Metropolitan Statistical Area. The town was founded by José Portales and his wife Juana on July 8, 1847 as San Miguel de Portales. The name comes from the Santo Domingo Mission of that name; it had been given to a ranch north of present day Portales that José and Juana inherited from their father, Francisco de la Cueva y Valdés. They renamed their new town after Santiago De Bobadilla, who had been governor of New Spain in 1769–1770 and an opponent of French efforts to take control overlatino American territory south of Mexico City. In 1881, Portales was annexed by Santa Fe County; its incorporation into Santa Fe would happen two years later on January 1, 1883. On November 11, 1912 local citizens voted to rename themselves "Portales" in memory of José Gomez López (1868–1948), an early Republican state legislator who represented District 7A in the New Mexico House of Representatives from 1923 until his death in 1948. In 1951 he also won election as Mayor pro tempore with 71% against incumbent Arturo Ortiz's 29%. He remains one of only two men ever to have served both terms as Mayor pro tempore and as a member of the City Council without interruption since 1912. In 1984 residents successfully petitioned for cityhood due to concerns about traffic congestion within neighboring cities combined with lackadaisical infrastructure throughout the small community. On January 9, 1987 they were granted cityhood by then-Mayor Don Hernández upon recommendation from then-City Administrator Tomás Romero Zarate and Trustee Ricardo Romo Ruiz Sr.. The proclamation read: "Christy García Ramos has proclaimed November 11th, 1992 as 'Portales' Day." On December 15th 1990 during Hurricane Andrew destructive damage caused by category 5 storm surge and wind shear affected much parts including most heavily populated parts near Interstate 10 which became known as "The Hoodoos". One night hundreds or even thousands visibility levels were reported thanks mainly to National Weather Service Balloon flights which verified reports from people living close to shore just prior landfall resulting in widespread looting throughout much portions especially downtown areas once power went out however no fatalities occurred

The name "Portales" comes from Spanish meaning "place of arms." The first permanent residents of what would become Portales were two families who journeyed overland from Santa Fe in 1812 to establish themselves there as traders and missionaries. In 1824, José Maria Alvarado settled here with his wife, María de la Concepción Pérez y Hidalgo. Over time, other settlements were established here including Carlsbad (1826), Socorro (1838), and Mesilla (1849). In 1870, after years of effort by business people led by Edwin Sargent, Portales became an organized municipality under Mexican rule following the victory over American forces in the Battle of Monterrey. On December 10th that year, US President Ulysses S Grant issued an order proclaiming Christmas Day in Portales as a day off for all citizens within Mexican territory subject to US jurisdiction. On January 1st 1914, during World War I, General John J Pershing disembarked his USS Arizona at Fort Craig on the San Miguel River in what is now Bernalillo County and surrendered it to Mexican forces under Colonel Francisco “Pancho” Villa en route to Vera Cruz. As part of this surrender ceremony General Pershing presented Governor Avila with a gift – four cannons captured from Villa’s army during the battle at Tularosa Creek that same day. This event helped solidify control over much of present-day New Mexico by both sides and forever changed relations between America and Mexico. In 1924 elections held throughout New Mexico resulted in a plurality for Jacob Riordan against incumbent Republican Elihu Root; this was due largely to Riordan's support for prohibitionism which had been popularized by then-Governor Woodrow Wilson during his 1912 presidential campaign against Samuel Montoya Jr.. AfterRoot's election loss Riordan formed an alliance with Democrat Hiram Lodge to form what would become known as The Republican Party Of New Mexico or PRN; this alignment allowed him to win re-election unopposed three years later despite accusations that he favored prohibitionism over sound public policy.Riordan Papers.
