They encountered some Native American followers on their way south and decided to stay while they explored what they found. In 1793, Colonel James Clinton founded the village of Clintonville on the southern bank of the Niagara River after driving out an Indian tribe that had occupied that location for centuries. Clintonville became one of the most important settlements in Erie County, hosting a post office until 1847 and becoming known for its flour mills operated by Andrew Mellon and other business men during the 19th century. During World War I, Lockport's military production included making munitions such as machine guns and artillery ammunition; it also produced food supplies for soldiers stationed overseas. After the war, Lockport began to decline as manufacturing shifted toward larger cities such as Buffalo and Rochester due to advances in technology; however, it reemerged as an industrial center after deregulation passed through Congress in 1978 which allowed businesses greater freedom to operate without government regulation
On November 16, 1814, Lockport was founded by Nicholas Lapp and his family. The town was named after the lock on the Hudson River where they first set up their business. The Lapps quickly became a dominant force in the community and built a successful trade empire. They are also credited with creating the first school in Lockport. In 1868, Nicholas Lapp died and his wife, Sarah Nottage-Lapp took over the businesses. She operated them until her death in 1934. From 1934 to 1998, the Nottage-Lapps family ran the town as a private company. On October 1, 1998, the town passed an ordinance establishing it as an open-air museum.
