Tarrytown is an unincorporated community located in Westchester County, New York, United States. It lies on the border of the towns of Scarsdale and Rye. The population was 2,814 at the 2000 census. The town is named after Captain John Tarry who arrived there in 1788 with a party of colonists to found a new home for the British colonies in what is now upstate New York. The first settler, Nicholas Jordon, built his house on a hill overlooking Tarrytown when he first arrived. Many people that followed began to establish themselves there and it soon became one of the most popular communities in all of Westchester County. Some of the earliest businesses in Tarrytown were a store and post office which opened in 1821 and 1830 respectively. A sawmill was also established here early on; however it did not remain active for very long due to competition from more recent arrivals such as those from Scarsdale who had set up shop nearby. A flour mill was started by Elijah Poorman around 1854 but it too failed to make much profit so it ceased operations shortly thereafter. In 1859, Elisha Hastings erected a large two-story frame schoolhouse at present day Main Street corner First Avenue and School Street which served as both public school and library until 1922 when it burned down during an attack by vandals). The town’s only other business establishment prior to its incorporation was a small grocery store operated by Elias Goodrich from about 1865 until his death circa 1925. It wasn’t until 1915 that Tarrytown came into existence as an unincorporated community under its own name with full powers granted by county authorities pursuant to Section 8-2(b) of the county charter (the “Town Charter”). At this time, Incorporation Number 1 (the “First Corporation”) consisted of only thirteen residents including nine men and six women – all residing within boundaries defined within their individual homes – while Incorporation Number 2 (the “Second Corporation”) had twenty-five residents including fifteen men and ten women plus one member appointed by the Board of Trustees (the “Board”). As mentioned previously, both Corporations were dissolved upon petition/approval from respective Board members following mergers or acquisitions subsequent thereto (Incorporation No. 2 merging into Incorporation No 3 effective January 1st 1916; Incorporation No 1 merging into Incorporation No 4 effective February 15th 1916). This process continued through reorganization events culminating with reestablishment or reincorporation as aforesaid on July 14th 1923 following passage by governmental agencies decreeing that every incorporated village or town must have at least one resident commissioner representing them therein upon appointment thereby ending any vestiges thereof remaining after said date……….At this point resided nineteen individuals comprising thirty percent composed entirely thereof males over age eighteen years…..
