In 1979, Holly Springs experienced its worst crime wave when five people were killed in shootings at two night clubs located within walking distance of each other on Broad Street. The rampage is considered one of North Carolina's most notorious anti-black crimes. In 1987, legislation was passed that made it more difficult for citizens to file lawsuits Against City Officials for personal injuries caused by police brutality or wrongful arrests; however this law did not fully take effect until 1992 when a lawsuit filed by journalist Wesley Lowery revealed extensive problems with how some cases were handled by the city government
