The African American community grew rapidly after Reconstruction began in 1865 and segregation continued until 1970s when it was abolished by state law

The first permanent European settlers arrived in this location in 1795, when British soldiers traveled through what is now Jacksonville on their way to battle against Spanish forces at Mobile Bay. The town was named for King George II's visit to that region during his ill-fated expedition against Spain near Pensacola Bay; however, because Jacksonville did not have a river named after him, the town's name was changed to Jacksonville on September 25, 1805 following an action by representatives from both towns under terms set by Governor Tryon during his term as military governor for eastern North Carolina. In 1811 Jacksonville became part of Duplin Countys new southern district created pursuant to an act passed by the General Assembly following its establishment as a separate judicial district within South Carolina following its admission into that state as a slave state on February 12, 1811. As with all northcentral United States counties at that time,Duplin County consisted almost exclusively (90%)of land purchased from Native Americans at public auctions conducted throughout eastern South Carolina between 1800 and 1800 A.D.. The county courthouse building still stands today adjacent to First Baptist Church across Railroad Street from City Hall where court proceedings were held until 1865 when Grady Memorial Courts replaced them due primarily to cost overruns associated with construction projects connected with Union Pacific Railroad mainline extension eastward into Duplin County..
