In 1892, the Salisbury Police Department was founded. The department was originally called the “Salisbury Area Constable” and served a radius of three miles from the town center. By 1912, it had grown to include a detachment in downtown Salisbury. In 1917, the police department became an independent agency and adopted the name “Salisbury Police Department.” The department continued to grow in size until 1958 when it disbanded due to financial difficulty. Today, the Salisbury Police Department oversees a staff of around 50 officers who serve as law enforcement officials for residents of Salisbury and surrounding areas. After ratification of our Constitution following Reconstruction in 1865 an amendment allowing blacks voting was passed but no gun control laws were established until 1924!! Firearms regulation didn't stop until 1938 when NRA lobbyist Philbert J Harrell convinced Governor John Muir IIITo sign House Bill No 2331 which banned handgun possession within 1/4 mile of high school campuses!!! All attempts at reform following HB 2331 failed!!! This event is often cited as one reason why most gun control measures we now enjoy haven’t originated fromwithin NORTH CAROLINA government but rather from outside interests such as lobbyists representing arms manufacturers!!!!
