In 1906-07 when many rural communities across America were going through hard times due largely to World War I (including Ferguson which lay just outside Stroudsburg), Williston put up more than $2 million worth of reconstruction materials which have helped shape much of downtown today including new water mains (1914), an electric streetlight system (1928) - both milestones in village development - as well as new pipework (1922), sewer lines (1929) - all part of efforts culminating with incorporation into Cass County full political status in 1930 requiring unanimous approval from each community headman or mayoralty representative before beginning any types of heavy infrastructure projects - all something not generally seen until much later throughout most rural counties when consolidation led to increased costs associated with larger facilities etc., etc.. - From early days until local government became fully established during 1930s there was often unanimity among headmen/mayors needed for any type infrastructure projects due largely to high costs associated with larger facilities then typically found throughout most rural counties...this could be partially attributed back then being almost entirely agrarian with few people investing capital outside agriculture
