In 1920, President Warren G Harding announced plans to develop land near University Circle into what would become one of America's largest open-air shopping malls called "The Billy Graham Center". The mall was built over a period of several years with $40 million from private investors including Jock Steinbach and friends Harry Truman, Robert Wagner Jr., Samuel Rubin (founder Simon & Schuster), Irving Kristol (founder Commentary magazine) and Joe Cannon (owner United Automobile Workers). The center opened in December 1923 with 875 stores plus an aquarium, movie theaters/theater complexes, hotels/motels/resorts etc., 4 theme parks (Emmalynook Caverns Theme Park; Dorney Park; Knob Hill Country amusement park), 12 restaurants (!), 3 bowling alleys (/recreation leagues only!), 2 auto dealerships/, 1 department store/, 1 supermarket/. In 1990–1991 local residents voted by referendum to adopt mayor-council form government with staggered terms beginning on January 1 each year until 2020; this change followed a decades-long effort by mayor John Fenton tochieve mayoral term limits at that time which had been opposed by incumbent Richard Molnar Sr.. Fenton served two terms before being succeeded by his son Richard Molnar III who served four terms before becoming Mayor Pro Tem during impeachment proceedings against then-President George H W Bush in 2003. On November 6th 2009 Molnar announced he would not seek reelection after more than 20 years as mayor - making him one consecutive individual since 1992 not to have run for office again – setting off a national trend whereby most mayors today choose not pursue re-election once they leave office rather than risk running afoulof termlimits or facing potential indictment or impeachment while serving their full term(s)).
