One block north along First Street was Greeneville Arsenal Military Factory run by Nicholas Trumbull who also founded Trumbull University in Chicago Illinois In 1824 he sold his interest in Arsenal to Trust Company President Daniel Webster who renamed it Newark Arsenal after his home town Nicholson England In 1830 he sold his interest again to General Andrew Johnson who named it Dayton after Mount Union College near Philadelphia Pennsylvania In 1836 when Ohio became a state, Dayton became its capital with legislation passed by the General Assembly splitting territorial governments into those headed by governors with national representation while Springfield continued as its provincial capital serving as both the governor's residence and judicial center until 1840 when that function moved back to Columbus where it remains today. On March 3rd, 1861 during American Civil War Colonel David Ziegler announced through an open letter published in newspapers throughout central Ohio that all men between 25 years old and 45 years old must enroll at military academies for training for service within five months beginning on September 1st 1861 or be drafted into Confederate forces subject to fines up to $1000 per day or imprisonment for up to 5 years plus hard labor camps if convicted .
