It is located near Cleveland and is part of the Greater Cleveland Metropolitan Statistical Area. After a period of decline, Portsmouth has emerged as an economically prosperous town with strong ties to its downtown core and surrounding suburbs. The population was $68,584 as of 2017.[1] The original Portsmouth settlement was made up of about 100 families who built their homes along the banks of the river where they could view new land being developed upstream. The first settler, Captain John Smith, arrived in 1797 and established a trading post at what is now known as Quicken Loans Arena on Long Island Sound. In 1800, Captain John Smith's son-in-law James Ketchum purchased 350 acres (168 hectares) along the river for $3 per acre (0.98 km2). This location became known as Ketchum Landing and later held by several families before becoming part of Portsmouth proper in 1827 when it was granted to Nathan Bedford Forrest Jr., one of America's leading entrepreneurs and developers during the early 19th century.[2][3] Portsmouth experienced a momentous time during its history when it became an important station on the Underground Railroad during the 1850s. Many fugitive slaves escaping slavery passed through Portsmouth on their way northward into Canada or into freedom found temporary refuge here until they could be smuggled out again using other routes or by swimming downriver to Kingston, Ontario.[4] The area also played host to manySignificant events throughout its history such as serving as site for both presidential inauguration ceremonies (Ulysses S Grant swearing-in at Easton Hall on April 6 1865; Abraham Lincoln being sworn-in from his family home at 5200 Elmwood Avenue on April 14 1865)[5]and hosting both World Wars I and II with much activity taking place within its limits including manufacturing munitions for both conflicts[6][7] As recently as 2002, Portsmouth had approximately 60% African American residents[8], making it one of minority communities hardest hit by recent waves of gentrification and displacement brought about by suburbanization across Greater Cleveland.[9][10]

The shipyard became one of America's largest naval yards in the late 19th century and produced warships such as USS Constitution (1797), USS Maine (1801), USS Monitor (1862), CSS Sumter (1861) and CSS Virginia (1868). In 1903, Portsmouth was combined with neighboring Toledo to form the Cleveland-Warren-Portsmouth Combined City School District. In 1920, Portsmouth lost its status as a port when its transportation connections were cut off by the Interstate Highway System. However, it regained its importance as a manufacturing center after NAFTA led to increased trade between America and Mexico.
