The other large oil refineries that were built around this time include Shell's Tulsa refinery and Gulf Refinery on Gulf Boulevard east of downtown Tulsa. In 1909, local businessman George Ewing bought land adjacent to present day Guthrie Municipal Airport for $450 per acre (1/4 mile square). He began developing what would become Ewing Plaza which Today is known as Ewing Center Mall and contains over 100 stores and restaurants including Macy's Department Store, Sears & Roebuck & Co., JCPenney & Co., Ford Motor Company subsidiaries (Andretti Automobiles Incorporated; Pirelli Tire Corporation; Dodge Ram) as well as various other businesses like Home Depot and Lowe's Companies Ltd.. Widespread development did not take place until after World War II when Interstate 70 was constructed through Muskogee County linking Tulsa with Wichita Falls to the south while also providing access to eastern OKLAHOMA via cross country travel from Muskogee County. This influx of commuters led to increased business activity at Ewing Plaza which again became known as "The Mall". After years of neglect by City Hall due to budget limitations, Mayor Tom Dooley initiated a comprehensive renovation project which included replacement of all major infrastructure items such as streetlights, sidewalks and public art pieces throughout downtown including installation of new water pumps within sightlines of municipal officials on every block! In 2007-2008 there was also significant renovation work done on Main Street between First Avenue South and Third Avenue North which removed several blocks of old industrial buildings along with adding several storefronts occupied by small businesses catering primarily to artists living or working near downtown whose leases had expired or had been terminated by their landlords because they could no longer afford continued rent! By 2009 Downtown still resembled a ghost town with few if any businesses open due to economic conditions similar to those experienced prior to Mayor Dooley’s initiative!!!In response thereto City Manager Donny Young announced that starting July 1st 2009 all existing leases for small businesses located within 3 blocks radius east or west (that are less than 25 feet wide) north or south (of first avenue south)of Third Ave North will expire without renewal...This decision created significant backlash from some citizens who feel that their lease has expired or is aboutto expire because they cannot afford continued rent given current economic conditions
