In 1855, when Canby and other towns east of Salem were consolidated into one municipality, it chose to name itself after Commodore John J. Canby, who had been instrumental in developing Portland as an important port on the river system. The town's first store opened in 1857 and its first post office was established in 1861.. A sawmill built around 1865 allowed for some early logging operations; however, it closed by 1870 due to lack of available timber resources.. In 1872, eastern Oregon Territorial Governor Hyrum Smeaton designated much of what is now southeastern Clay County as Jackson County to form a new county within Oregon Territory; this area included much of present-day Canby Township.. In 1886, when Canby incorporated as a town, it became one of only a few towns in Oregon without a railroad connection; nevertheless, canals were constructed through most portions of town to provide water supplies and power for homes and businesses.. By 1910 there were over 1,000 people living in Canbytown with about 150 businesses operating out of about 50 stores and 30 factories;; during World War I production increased by 100 percent to support military efforts.; total construction spending from 1915 through 1918 amounted to $24 million dollars;; however World War II led to major decreases (from 1945 until 1950) as city residents relocated back into their homes while industry shifted away from military use;; nevertheless post-war growth has resumed with over 1,500 residents registered at the 2010 census
