In 1850, JohnCornelius and his brother-in-law George Aiken founded the town of Enterprise on Umatilla Creek about 12 miles east of Needles. In 1853, General David Dixon recommended that Oregon consider granting citizenship to all freedmen who had served in the Union army during the American Civil War. The state legislature passed a bill granting citizenship on October 17, 1853. John Cornelius became one of the first residents of Oregon. In 1865, John Cornelius died at age 80 years; his wife Harriet continued to live until her death in 1902. Their three children -John Fenton (1851-1927), Charles Haggerty (1854-1938), and Minnie Elizabeth (1857-1920) - moved to Nevada after their father's death and took up agriculture there; Charles Haggerty established himself as an organized farmer in Reyes County, Nevada; and Minnie Elizabeth married Royce Ladd and became active in local government before moving back to Oregon where she died in 1920.
