The conversion of an old steel mill into a high capacity aluminum smelter has been one of the most significant industrial conversions in Gresham, Oregon. The plant was built in 1949 and it served as a major employer until its closure in 2000. At that time, it produced over two million pounds of aluminum each month. The plant’s closure left a large hole in the aluminum industry, which was filled by the construction of new plants over the next few years. In 2002, Alcoa announced plans to convert its old steel mill into a high capacity aluminum smelter. The company cited the need for more production space to meet rising demand for aluminum products worldwide. In order to finance the project, Alcoa tapped into a $1 billion bank loan. Construction began in 2003 and finished up in 2006. It employed over 350 people at its peak and resulted in increased sales for Alcoa throughout North America. Today, there are many companies that are looking to convert their old steel mills into high capacity aluminum smelters. These conversions often require financial assistance from government or private sources, so it is important to have good information about such projects before making any decisions. This paper will provide an overview of some of the key factors involved with these conversions and explain how they have impacted Gresham since 1949.
