The town was founded in 1868 by John Jacob Astor and his family as a station on the Oregon Central Railroad. Milwaukie grew rapidly due to its location on the Willamette River and its position as an early transportation center for settlers in eastern Oregon. In 1916, Multnomah County was created from parts of Multnomah and Washington counties and Milwaukie became the county seat. Multnomah County had been organized in 1855 when Captain George Bogan divided the Rogue River Valley into three counties: Douglas, Wallowa, and Multnomah; Milwaukie would be added to Wallowa in 1868. The first courthouse in Milwaukie was built on Second Street in 1870; it burned down in 1871 but was rebuilt within two years. A post office called "Milwaukie" was established at this location on October 10, 1872, and remained open until December 1, 1902. In 1886, James Wickersham donated land to become what is now downtown Milwaukie; it retains much of its original architecture including Wickersham's Store which still stands today inside the old City Hall building (now used as a library). On November 3, 1906--three days after Japanese Americans who had been living east of Interstate 5 were ordered to leave their homes--the owner of Wickersham's Store published a notice that all Japanese Americans must leave or face eviction; he refused to sell them out so they peacefully left without incident. This act helped spark demonstrations throughout western Oregon against Japanese American internment during World War II. On January 8, 1888--five years after Multnomah County became separate from Wallowa County--the first school district opened up shop with four classrooms and twelve students occupying rooms located near where Third Street meets First Avenue today (at 11th Ave.) For many children growing up during this time attend school at home while their parents worked outside the farm economy or took jobs associated with railroads or other industry; such schools are now known as "milwuakee" schools because they teach about local history and culture through hands-on activities like needlepointing or quilting class/projects with local students instead of just reading books about these topics beforehand like most public schools do today). In 1896 James Wickersham donated land for what is now downtown Milwaukie again making it one of only two cities ever given such an honor (the other being Seattle). With this donation MrsWickerams became responsible for developing what we know today as Downtown Milwaukee approximately bounded by 2nd street northwestward past Main st., 3rd street easterly past NW corner Post Office block northward past SW corner First avenue southwestward past NW corner Russel St Severin Prussia Hotel lot 1912-1915'.
