In 1876 Henry Kapp set up a store here and began shipping goods eastward overland from Portland. One year later, he built his second store on what is now SW First Avenue between Morrison and Willamette Streets. A millrace ran through this area which still exists today (on E Burnside Street) and served as a water source for both stores until 1906 when they merged into one company acquiring two other stores too along with land for a new mill just south of what is now NE Third Avenue betweenSW Secondand SW Third streets). The first ever electric light burned here on December 16th, 1886 when Jens Christensen wired power to four poles from his house on SE Fourth Avenue across from Milligan's grocery store (now NW Fifth Avenue).Portland Gas Light & Coke Company bought PGE shares in 1899 and lit their earliest streetlights along NE Third Ave just west of PSU’s old campus buildings before 1903 when they merged into Portland Electric Illuminating Company Oregon Railway #2 extended north from Gresham to link up with PGE northeast ofNW 3rd Ave In 1905 SE 4th Ave became NW 1st Ave Portland Electric Illuminating Company dismantled 1957-1958 due to budget cuts In 1958 Milwaukie/Cascade City Council passed Resolution No 9999 designating former PGE property located between SW 2nd St NW (now 3rd Ave.) and SW 3rd St NW as part of Milwaukie Comprehensive Plan
