Pendleton is a small town in the Willamette Valley of Oregon, United States. The population was 1,584 at the 2010 census. Pendleton is located on the south side of the valley, near the confluence of the Snake and Clearwater Rivers. Pendleton has a history dating back to 1859 when it was founded by Jedediah Smith as an unincorporated community on what is now State Route 97. The original settlers were Englishmen who had come down the Snake River in boats from Canada in 1837. When they arrived, they named their new settlement after George Washington Pendleton, one of their number. In 1851, a post office was established here and remained in operation until 1907. By 1904, all but two residents had moved away and the only resident remaining was Mrs. Mabel Watson (1872-1957). In 1916, during World War I, Pendleton became part of Multnomah County and remained so until 1959 when it became part of Oregon Township. In 1924, local citizens voted to create a government made up entirely of elected officials rather than appointed officials as found in most other townships within Multnomah County. This change came about because many people felt that county government should be more responsive to individual needs instead of being scattered among numerous villages and hamlets with no central governing body. The first mayor was Hapgood Purdy (1893-1963). Mr. Purdy served for four terms before he resigned due to ill health; his successor was Wm Halsey Ellis (1920-2000). During Mayor Ellis' term (1924-1930), much work did occurred behind closed doors involving negotiations that led to creation of the Willamette Valley Authority which later became known as the Portland Development Commission (PDC). Early development in pendletown began with several stores opening up along SR 97 around 1920 including: A & W Grocery Store; J G Richards Drug Store; Harry's Hardware & Millinery store; Golda's Restaurant/Barbecue Co.; Mrs Tomlinson's Baking Shop; First National Bank;; The Cheese House restaurant opened up serving Italian food during prohibition era However business declined after repeal while prices went up making it difficult for customers to afford quality foods In 1926 there were plans to build a dam across Clearwater River creating Lake Pendleton but these plans never got far past planning stages before being abandoned due to environmental concerns It finally happened when Cline Engineering Company decided to study feasibility reports for building a power plant on site Lake Pendleton would eventually become home bothto Cline Engineering Company’s proposed power plant which never materialized as well as 2 shopping centers anchored by Sears Tower which Sears bought out from Cline Engineers company . One center would open up called Kingdome Shopping Center while another called Mills Point Mall opened up becoming one of America’s largest enclosed malls In 1970 Pendleton celebrated its centennial year with an event dubbed “100 years ago this week: A celebration” attended by various dignitaries including former Congressman Peter DeFazio., Governor Neil Armstrong and Mayor Dave Koehl . On July 10th 1970 over 100 businesses participated in Pioneer Day parade starting at Main Street cornered by High School where floatation devices were set off causing some laughter while others tried not too laugh since they knew what could happen if something goes wrong

In 1868, Pendleton was a small town of about 1,500 people. The town was founded by Hugh McDowell and his wife, Margaret. The McDowells were the first white settlers in Pendleton. In 1870, the town had a population of around 507 people. In 1872, the Oregon Legislature passed a bill that allowed for the organization of townships in Oregon. The townships were created to provide more land for farmers and citizens to settle. The Pendleton township was formed on April 24, 1872. The first chairman of the Pendleton Township Board was James A. Bowne. On October 15, 1907, Pendleton's post office opened with mail from Salem and Portland.
