Roseburg was founded in 1868 by John Wesley Powell, an American explorer and doctor. The town was named after the rosebush (Rosa officinalis) that grew on the banks of the Willamette River. The city's population reached over one hundred thousand by 1940 when it amalgamated with La Grande to form what is now Bendigo County. During World War II, Roseburg played an important role as a munitions plant manufacturing plutonium for America's atomic weapons program. After the war ended, many residents left for various reasons including integration into post-war society or retirements within their respective industries rather than continue living near a military complex where they were vulnerable to shellings or raids by enemy troops or civilians alike
