In 1851 the town was platted with a post office on the east side of Umpqua River opposite today’s Perkins Park Elementary School; named after Captain John Perkins who had explored the area in 1843-44 while exploring southern Oregon along US Routes 26 and 101 with his army unit led by General George Wright Wiley. In 1857 an agreement was made whereby Portland would sell water rights near present day Portland for irrigation use on lands east of Interstate 5; these lands remain undeveloped today but are within walking distance of downtown Tigard today. A streetcar line called "The Railroad" ran through town from 1915 until 1951 when it was replaced by buses which continue service today . On April 15th 1922 local businessmen organized into the "Portland Manufacturing Co." which began producing cigarettes under license from American Tobacco Company at their new plant located at Northeast Ninth Avenue SE corner Powell Boulevard SE just south of Burnside Road/Asheville Road intersection; this plant continued production until 1969 when it closed because state regulations required smokeless tobacco manufacturing only outdoors In 1916 David Sibley founded “Sibley” Hardware Store across Southeast Sixth Street from present day Veterans Memorial Hospital where he continued operation until his death in 1966; this store also currently operates as “David Sibley” Hardware & HomeStore

The first European to visit Tigard was José Saravia on his way from California to Portland in 1846. He named the river "The Willamette" after British Columbia's Mount Robson. In 1889, Multnomah County was organized and Tigard became its first county seat. In 1916, it became a city and retains that role to this day. During World War II, Tigard played an important role as one of the largest aluminum production centers in America and also produced military equipment for both sides of the war. In addition to its manufacturing activities, Tigard also hosted various cultural events and attractions during that time period including an annual summer carnival which continues to be held today.
