Polk). This led to a series of skirmishes known as the "" Bleeding Kansas Raids"" which resulted in many deaths and property damage across western Pennsylvania including Harrisburg. The violence ended with an agreement between pro- and anti-slavery groups which allowed for African Americans to become citizens only if they showed proof they could support themselves without working off their debt through service within society or engaging in any commercially exploitative activities such as trading goods with Africa. Today, GunPolicyUSA reports that "the homicide rate in Harrisburg remains one of the lowest in America," but it has seen increases recently in shootings involving people with mental illness or drug addiction – issues that are particularly relevant given recent gun control measures passed by state legislatures around the country following mass shootings like Parkland, Florida etc..
