On May 26th 1854 Lancaster lost its charter as an independent city and merged into Philadelphia proper under Mayor John Fenton II with a population of 127,000 people (including Reading). In 1860s Lancaster experienced rapid growth due to manufacturing jobs created by companies such as DuPont and Bethlehem Steel which moved from West Chester to new facilities in downtown Lancaster; however because of World War I these industries declined and now provide only about 20% of Lancaster's employment (based on 2007 Census data). In recent years there has been some revival for downtown business interests with plans for more land use changes that may result in more job creation but little progress has been made towards actually achieving this goal In recent years there have been efforts by local government officials to attract businesses back to town through various initiatives such as incentives for hiring local workers or creating special events like Fourth of July fireworks displays which have proved successful. According to preliminary 2006 figures from PA Business Survey released January 11th 2008 compliance rates are excellent with no complaints received since 2007
