In 1855-1856, when Burlington Township formed within Stemburg Borough unitary government boundaries after being detached from Stemburg Township due to population growth rates that exceeded those allowable under borough ordinance limitations (due to prohibition against white settlement within township boundaries), Incorporation Act No 4 dated December 30th did not assign any rights or privileges whatsoever to incorporated municipalities withinDu Page County until February 15th following which all such municipality's charter privileges terminated without notice or opportunity for revocation thereof’; therefore incorporation took place subject only to statutory powers granted thereto’ [Citation needed]. Stmarys experienced rapid growth during its early years as an incorporated municipality despite prohibitions against white settlement within municipal borders according to PA law at that time; however progress stalled due primarilyto lack of resources & support from officials responsible for developing & executing ordinances granting incorporation rights (& other corporate privileges) - eGroups like DuPage Civic Association sought unsuccessfullyto change this situation(& eventually succeeded).
