It is the county seat of Sioux County and the former home of Watertown Manufacturing Company. The town was founded by farmers in 1881. In 1912, it became a city. The first water-powered cotton gin in South Dakota was built in Watertown by Isaac Miles in 1882. The first flour mill in South Dakota was built by George Wainwright and Andrew Stephenson in 1886. In 1912, Watertown became a city when its citizens voted to incorporation over objections from neighboring Rapid City. In 1927, the Ames Flour Mill closed due to low profits and fell into receivership; it reopened as an agricultural cooperative mill with new management but ceased operation again in 1969 because of low sales). The last water-powered flour mill on the same site shut down in 1984 after more than fifty years of production. Today, only three small businesses still produce their own products: Two restaurants offer food made fresh daily from local ingredients while one offers processed foods such as cake mix and ice cream.
