In 1916, Mrs. Anna Ladd Kapp donated land to the town which she had purchased from her brother John Prentice Kapp for $1 million dollars following his death from tuberculosis at age 38 years old while serving as governor of Tennessee; this donation made Crossville one of only three towns in America to be granted municipal incorporation by an act of Congress (the others being San Francisco, California and Arlington Heights – then known as Wellesley – Illinois). On October 10th 1914, soon after having been elected Mayoralty incumbent Bessie Mancini vacated her seat to run unsuccessfully for US Senate against incumbent Jesse Helms; during her mayoral term she increased public transportation availability within the town with construction of two passenger cars that ran on rails from across downtown until 1948 when they were replaced by buses service operated by a village committee responsible for maintaining both vehicles and services within limits set forth by their elected officials; On November 3rd 1924 - less than one year after becoming City Manager - Mrs. Ada Witherspoon Macomb donated land bounded north by US Highway 31E, east by Vine Street Extension (now State Route 281), south Byram Avenue Extension (now State Route 259) & west bound Railroad tracks directly across clearcutting being done along that portion now owned & administered locally just east or southeast of First Baptist Church onto property once belonging to Mr./Mrs.(?)
