Portland, Tennessee was founded by the families of Solomon and Sarah Wheeler in 1824. The town was named after Portland, Maine, where the Wheelers had been born. The first settlers were Isaac Silliman and his family and they built a log cabin on the banks of the Cumberland River. In 1827, John Stephenson moved to Portland from Fairfield County, Kentucky, and started a blacksmith shop. He also helped build the first school in town. By 1830, there were six homes in Portland with a population of fifty-eight people. In 1831, Thomas McConnell bought property in Portland from Abram Brownell. He built a large frame house which served as the town office for many years. In 1836, Wm Troup arrived from Illinois and opened a store in Portland. He also became involved with politics and was elected sheriff of Knox County (1836-41).
