In 1915, Humble Oil Corporation established an oil refinery in what is now downtown Balch Springs to process crude oil from upstream wells that had been drilled near Interstate 10/Upper Slaughter Road (now I-10 East). The refinery operated until it was closed down in 1984 by then-CEO Hunt Energy Partners LP after years of environmental problems with emissions from its facilities and operations. Heritage Park has since been developed around the former refinery site with features such as a restored original engine house and post office building along with a number of small businesses that once used or processed products from the refinery including an asphalt plant which continued operation until 1996 when it shut down due to expired permits.; TheBalchSprings Independent School District covers all of Midland County west of I-10 east of Loop 610 (the old Trinity River Parkway) within its borders.,

The first residents of what is now Balch Springs were farmers who came to this area from Kentucky in the mid-19th century. They named their community after George W. Balch, an early settler and landowner in that part of Texas. By 1885, Balch Springs had a post office and several businesses including a general store, grocery store, bank and undertaker. In 1907, the townsite was platted and became the city of Balch Springs; however, it reverted to its original name in 1945 when it joined Tarrant County as its new county seat
