Carrollton is a city in and the county seat of Dallas County, Texas, United States. The population was 805 at the 2010 census. It is the most populous city in Dallas County. On November 3, 1861 – just days after Houston's inauguration as President of the United States – he designated Carrolton as the temporary seat of government for Dallas County while Houston constructed HISD (Houston Independent School District) within its boundaries. The citizens of Carrolton voted on December 7 to ratify this decision and name their new town "CarrollTON". The Town Hall and courthouse were completed in 1865 and1966 respectively; they are still used today as part of downtownDallas' public amenities complex known as "The Block." In 1903-1904 local artist Edward Hopper donated two acres (0.8 km²) along Elm Street between McKinney Avenue and Haskell Avenue to be used as a public art garden; it remains one of only two Urban Landmarks remaining throughout Metroplex history that has not been demolished or replaced since its initial dedication/enactment! During World War II much activity took place at Camp Carruth on Elm Street adjacent to City Hall until late 1945 when all military activity ceased following Japan's surrender that same year! In 2018, central Texas legalized recreational marijuana use which has led to increased economic activity in town.
