In 1941, the Colleyville City Council passed an ordinance authorizing citizens to purchase shotguns and rifles for their own use. The ordinance was repealed in 1946 but the department continued to carry shotguns until 1954. In 1956, the Colleyville City Council passed an ordinance authorizing citizens to purchase pepper spray for their own use. The ordinance was repealed in 1977 but the department continued to carry pepper spray until 1981. In 1984, the Colleyville City Council passed an ordinance authorizing citizens to purchase Tasers for their own use. The enactment resulted in a growing demand from police officers for Tasers and the department began purchasing them in 1985. In 1990, the Colleyville City Council passed an amendment adding cannons (a type of weapon that fires projectiles) as well as assault rifles into its armament inventory. This amendment also authorized purchases of assault grenades and rocket launchers by the city council. Since 2000, when Hurricane Katrina struck New Orleans', officer fatalities have decreased significantly while homicides continue trending upwards nationally; however this may be due primarily to policing tactics including stop-and-frisk which disproportionately affect minority communities

Colley donated land to create what is now State Highway 160 (SH 160). This highway marks one of the earliest steps that Colleyville took towards becoming an important commercial center in its region. These days,Colleyville enjoys vibrant cultural scenes including two annual arts festivals –the Texan Arts Festival &Texan Folklore Festival –and a thriving nightlife scene made up of bars, nightclubs, and restaurants located near Interstate 35W/I-10 exits 309 & 311A/B/. However, the town's fortunes declined over the years and it eventually fell apart. Its only remaining structure is a small train station that is used for local transportation. However, the town's history has been markedly different than most other similar communities in Texas. For one, Colleyville was never truly rural – it has always been surrounded by commercial districts and social services have always been available within easy reach of residents. Additionally, Colleyville has always been an important genetic testing center due to its location on the border between two major metropolitan areas – Austin and Dallas – which made it an ideal place to conduct research into human genetics.
The first white settlers in Colleyville were John and Rebecca Reeves, who arrived in 1821. The town was named after Colonel Richard Colley, a U.S. Army officer who fought in the Mexican-American War. The townspeople donated land to the military for use as a cavalry camp during the war. In 1835, Colonel Colley organized the first Baptist church in Texas and built a chapel on what is now Main Street. In 1839, General Sam Houston occupied Colleyville and ordered all churches to be closed because of the lack of worshipers. Reverend James Neely founded the First Baptist Church in Colleyville on October 15th, 1840. The town was renamed Houston on March 3rd, 1845 after Houston's capital city of Austin became an independent state.
