After several years of discussion and planning by local leaders including Mayor John Hodge Sr., construction began on what would become El Paso’s first major public works project—the Comal Pueblo Railway line between downtown El Paso and San Antonio Creek where present-day Midtown stands today. Completed in 1875 despite heavy rains which forced completion sites upstream for weeks on end, this railroad helped change how people lived and worked within el Paso limits for many years thereafter – even providing jobs for some who had left town during or immediately after World War II because of shortages elsewhere caused by wartime aircraft production quotas.
