On October 20, 1922 President Warren G Harding issued an executive order creating a new Interstate 10 within the borders of Maverick County prohibiting any city or towns from annexing neighboring counties while still maintaining economic ties with those counties; this order effectively shut down Horizon City's development plans as all local businesses were located within the newly created Amarillo–Denton metropolitan area instead On January 1st, 1928, Horizon City passed an ordinance establishing a police department which would serve as its primary governing body In 1933, Joe Foltz became mayor after serving two terms from 1924 to 1933 In 1936 Rufus Hennessee became Mayor Pro Tem after being elected to fill the vacancy caused by Wm Foltz's death On May 15th 1939 Raymond Fenton became Mayor through special election following WW II veteran Orville "Red" Rankin's resignation effective June 30th due to military service

A store opened up soon afterwards called "Clements' Store" which sold everything from groceries to saddles (later known as saddlebags). This store was later replaced by "Powell's Store." In 1907 when Hudspeth County was created from parts of Travis County it became an part of Austin and as such, Valley View Township fell within Austin Municipal limits but continued operation as an independent municipality under its own name until 1912 when it merged with neighboring Pleasant Grove Township into one larger municipality called "Horizon City." At that time many people left Austin for reasons including high taxes (due to prohibition) and lack of opportunity back home so much so that few new homes were built until after World War II whenAustin annexed most of Hudspeth County again making HorizonCity once again part of Austin proper although some stores still operated out-of-town during this time period such as Powell's Store inside what is now UTSA campus boundaries prior to reopening within city limits in 1984 following Hurricane Ike damage
