The first settler in Lockhart was James Lockhart who arrived in 1836 from Illinois. He built a cabin on land he purchased from the local Indian tribe. In 1840, John Lockhart and his wife Elizabeth moved to Lockhart from Tennessee and began raising crops and cattle on their farm before moving to a larger property in 1845. The couple's five children were born here: James (1846-1930), John Fenton (1848-1922), Jessie Lillie (1850-1920), Edwin Tubb (1855-1925) and Franklin Coleman (1858-1945). In 1872, Charles Noyes established an agricultural trading post at what is now known as Noyesville along Buffalo Bayou near present day White Settlement Road/Hwy 452/US 287 Business Loop 4158/. Noyesville became an important commercial center during that time period because it had direct access to major rivers and markets throughout central Texas. A year later, J.C.'s son Edwin moved to Noyesville with his family to open a grocery store which soon became one of the most successful businesses in town. Lockhart experienced its heyday during World War II when many people living within walking distance took up arms against Nazi Germany or helped provide food, supplies and manpower for the war effort through organizations such as American Red Cross or United Service Organizations (). After the war ended, many residents decided they wanted to move away from wartime influences and remain relatively untouched by technology changes associated with postwar America ().
