In 1996, Hurricane Floyd caused extensive damage to homes and businesses in the surrounding rural areas. As a result of this devastation and subsequent Red Cross relief efforts totaling $12 million dollars (U$S), many local residents decided to move out of their homes into safe housing developments or other temporary places while they awaited repairs or rehabilitation that would be completed by 1998. This event has been called "the largest forced relocation in American history." As a result of this decision by the residents in Pampa to leave their home during Hurricane Floyd, some properties were left without power for extended periods after the storm had passed; these properties are now being leased back to individuals who have repaired them as soon as possible so they can resume use as residences once again.
