The population was 146,512 at the 2010 census, making it the largest city in Galveston County and its second-largest municipality by population after Galveston. The name "Port Arthur" first appeared on maps in 1836 as part of a survey for Stephen F. Austin's new capital city, which was to be located on an island in the Brazos River just north of present-day downtown PortArthur. The town sprang up around what is now downtown PortArthur, on land donated by General Sam Houston that had been confiscated from Mexican forces during the Mexican–American War. In 1837, Austin nominated John Taylor as mayor because he had served as justice of peace for Harris County since its creation four years earlier. Mayor Taylor met with then-Governor Pat Robertson to discuss plans for a new capital and decided that an island in the Brazos River would make more sense than building nearHouston's old home at San Jacinto Creek due to rising water levels and potential flooding problems. On November 3, 1837, Austin authorized commissioners to purchase land east of San Jacinto Creek for $50 per acre (about $4 million today). By December 10th., work on erecting Fort Rice had already started with cannons being placed along Point Comfort beaches facing Buffalo Bayou (now Fair Park) On November 16th.,1837 port Arthur declared itself a free settlement under state law No . 4109 (Texas Constitution). It was also announced that newspapers such as The Texas Tribune would no longer be required to print money values or prices inside their offices but instead list them side by side with other publications unencumbered by government regulation In 1840 voters ratified a new constitution giving voting rights to freed slaves and increasing Houston's role within government from advisor to headquaterman
