The first European to come to Portland was Captain James Cook on his HMS " Endeavour" in 1770. The city's name is derived from Portland, Oregon Territory which was organized in 1836 as part of Mexico's new Republic under General Antonio López de Santa Anna. In 1859, the railroad arrived and quickly brought industry and families to Portland. The population grew rapidly during the late 19th century as cotton became an important crop in this region and shipbuilding continued to be a majorstay until World War II when aluminum manufacturing took over. Oregon Trail travelers passed through Portland on their way southward in 1849-50; President Polk even visited early that year while on his trip from New Orleans to Monterey Bay. By 1870, many Vermonters had settled near what would becomePortland due to cheap land prices and opportunities for timber farming following completion of the Oregon Treaty that ended the Mexican-American War (1846-48). In 1872, Portland lawyer John Sargent founded what would become one of America's most successful law firms--Sargent, Strauss & Newman--in what is now Pioneer Square northeast of downtown. As a result of its prominence within local legal circles and its close relationship with other Uptown business leaders such as banker Jules Steinmetz and hotelier Cornelius Vanderbilt III--all three men were charter members of creating Downtown Corporation which promoted public improvements such as widening sidewalks, building a waterworks (the first municipally owned line), erecting more conspicuous streetlights and installing electric lights throughout downtown by 1888. Aided by state monies provided pursuant to various Acts Of Legislature (later renamed “Pioneer Law Aid” program), Downtown Corporation vigorously developed commercial areas NW corner 3rd Ave., SW Third St., SE Hawthorne Ave., SW Salmon St.; created several parks including Willamette Park; built two libraries east sideSW Front St.–now Pioneer Square; erected many prominent civic buildings including First National Bank Building [now City Hall], Multnomah County Courthouse [now County courthouse], Interurban Railway Depot No 1 [now Amtrak Terminal], etc.; initiated campaigns for better public transportation including riverboat service between downtowns—-and much else besides! Portland experienced rapid growth during both World Wars with an enrollment increase (+40%) after Pearl Harbor in 1941 relative only to Dallas/Ft Worth (+74%); but declined rapidly thereafter due largely to suburban sprawl ( Nixon Doctrine) – leading some observers[including myself]to characterize PDX as 'a dying city'. However recent gentrification has reversed this trend somewhat—albeit slowly so – making PDX once again one of America’s most vibrant metropolises despite modest economic gains since 2000 Despite these challenges––essentially caused by environmental degradation wrought by successive generations of human activity––PDX may still hold out hope for resurrection if visionary leadership can resurrect DTCC’s vision for resurgent Gateway District

In 1948[3], after Texans regained their right to determine their own government (the Judiciary Act gave Texans this right), Portland again served as Austin's seat but with full voting power;[4] however this lasted only until 1959 when both seats were combined into one City Council body.[5] The 1970s saw rapid growth in downtown business activity due to new development around Interstate 10;[6][7][8] while low-incomeresidential areas continued to experience increased poverty and crime rates throughout the 1980s and 1990s,[9][10][11][12]. After passage of Proposition 187 in 1992,[13][14], which aimed to reduce illegal immigration through measures such as limits on welfare benefits,[15][16]), Downtown Business Association officials lobbied for redevelopment projects within blocks of I-10 that would house high-rise apartments (predictedly resulting in lower housing costs for businesses).[17] With increasing suburbanization across Southwestern United States over ensuing decades,[18], Downtown Business Association officials turned their attention towards developing neighborhood revitalization programs modeled after those successful in neighborhoods such as New York City or Washington D.C.;[19],[20],[21]} Despite initial enthusiasm from community leaders,[22],[23],[24], plans never materialized beyond discussion or prototyping; subsequent efforts have been more focused on improving transportation options or developing collaborative urban planning strategies with neighboring municipalities outside OFA’s jurisdiction
