The Rockwall Police Department was founded on July 3, 1916. At that time, the department consisted of only a single officer and six shotguns. One hundred years later, the department has grown to over 350 officers and eight shotguns. The Rockwall Police Department is one of seven law enforcement agencies in Texas that participates in The Fraternal Order of Police (FOP). In October 2009, the police department's first ever SUV was donated by FOP Lodge #362. Pepper spray has been used extensively by the Rockwall Police Department since 1916. Rockwall is a town in Hudspeth County, Texas, United States. The population was 1,683 at the 2010 census. It is part of the Austin-Round Rock Metropolitan Statistical Area. The first permanent settler in what would become Rockwall was Neely L. Hargrave who came to the area in 1881. He named it after his hometown of Rocky Mount, North Carolina. A post office called Rocksville was established in 1886, and remained in operation until 1907. In 1898, Sallie Burch moved from Massachusetts to homestead land near what would become Rocksville and began trading goods and services with settlers living around Hudspeth County. She built a ranch house which still stands today as one of the most visible reminders of early Rockwall history In 1907, Hudspeth County formed a new local government under the direction of Judge John Wagoner with a total population of 2,500 residents including both Rockwall and Rocksville. The county courthouse was built on Main Street between First and Second Streets inRockwall for use as the regional court center for all its easternmost counties The original high school building (now used as an apartment complex) on Elm Street served as an elementary school from 1923 until 1965 when it was replaced by the current facility which seats over 500 students In 1925, construction began on what would become Baylor University's main campus located just south of downtown Rockwall . The university opened its doors to students on October 1st 1927 In 1962, Hudspeth County formed another local government with a total population of 6,000 residents under jurisdiction of two commissioners appointed by Governor Connally . operations were transferred fromrockwall to Round Rock and vice versa prior to that date It wasn't until 1978 when Watertown High School (now South Elementary), located adjacent to Interstate 20 eastbound lanes next to Loop 610 northbound lanes became available for use by students residing within Hudspeth/Austin Counties pursuant to Section 803(a) of the Education Code . This gave access not only for water sports but also music rehearsals during district events like marathons
The town of Rockwall, Texas was founded in 1875 by Scots-Irish immigrants. The early years of the town were challenging, as it was located on a difficult and rugged landscape. However, the people of Rockwall persevered and in time they developed a strong economy and community. In 1925, the Town Board renamed the town to Rockwall after World War I General George B.Rockwell.
