The first ammunition in South Houston was shot from cannons on the old Fort Sam Houston. The first ordinance to be passed in Harris County, Texas was an act to regulate the sale of firearms, which made it illegal to possess or sell unlicensed pistols and rifles without a license. Ammunition became an important part of this regulation as it was used for both indoor and outdoor shooting. In 1868, an armory and powder magazine were built on what is now FM 19607. This location served as the county seat for Harris County until 1896 when Austin became the county seat. Ammunition production began at this site in 1876 and continued until 1902. In 1908, a new plant was constructed on FM 2222 north of downtown South Houston to produce high-grit projectiles called “Horns” which were used by artillerymen in World War I. In 1927 a new plant was constructed on FM 19607 east of downtown South Houston to produce smokeless powder called “Gunsights” which were also used by artillerymen during World War II. This site served as the main ammunition production facility until its closure in 1984 due to environmental concerns.
South Houston, Texas is a city in Harris County, Texas, United States. The population was 2,611 at the 2010 census. It is part of the Houston–Sugar Land metropolitan area. South Houston was founded in 1888 as a small farming town on Buffalo Bayou by Sam Houston and his brother John Crain. The name "Houston" was chosen for its location near the mouth of Buffalo Bayou and because it sounded like an Indian word meaning "I come down." The present downtown district of South Houston began to take shape in the early 1900s when developers erected large warehouses and homes on Main Street and other nearby streets. By 1910, the city had become a major commercial center with several high-rise buildings such as the State Capitol Building and First National Bank building. However, during World War I South Houston was hit hard by artillery shelling from German forces along Buffalo Bayou; many homes were damage or destroyed. After the war ended, businesses returned but concentration shifted to shopping areas around Loop 610 (then called Texaco Avenue) and Sam Houston Parkway (now FM 1960). In 1948 Mayor James Kline Rogers designated Southwest Freeway as our first real north-south arterial street through our city. This freeway would eventually become known as Loop 610/Sam Houston Parkway

This decision outraged many Texans and helped lead to Reconstruction in America.
