Tomball is a city in Harris County, Texas, United States. The population was 25,623 at the 2010 census. It is the county seat of Harris County. Tomball is one of three cities in Harris County and home to the largest population of Anglo-Americans in Texas. The other two are Houston and San Antonio. Tomball has been inhabited for over 10,000 years according to archaeological research dating back to pre-historic times. The city's first settler was James Hance who established a ranch there in 1836. The town began as a small post office called Tomball Springs on July 4th, 1868, when Thornton Cottonwood offered land for an American flagpole and town marker near present day I-10 and FM 620 east of Loop 610 (later US 281). The community grew rapidly with the opening of the Santa Fe Railroad right through it in 1876 which stimulated development along its grid pattern with cotton plantations located to the north and west while small farms were located south and east. In 1888 Tomball became part of new Galveston County when it was formed from parts of Monterey Park and Clear Lake Counties following annexation by Galveston. In 1896 most of what is now downtown Tomball was laid out when Dallas annexed Texarkana which also included much of what is now downtown Tomball including much commercial property that still stands today including several blocks east of Main Street between First Avenue South and Second Avenue South known today as "The Square." In 1907 incorporation by vote accomplished by petition from citizens meeting at various locations within memory brought about changes that would have significant ramifications for the future growth or stability both municipally as well as commercially: first voting rights were granted “to every white male resident over eighteen years old”; school trustees were appointed not by popular election but rather by resolution passed at a special session; sewerage service was extended into all unincorporated areas; water rates were raised threefold from $1 per month to $5 per month effective January 1st, 1907 On December 5th 1907 Mayor Jno Eller set up operations under license from Galveston Municipality comprising 3rd Ward Aldermen John Fenton (D), Harry Gilmore (R) & Geo Waddell (I) chairing Public Works Committee responsible for providing streetlights, paving sidewalks etc., power lines had not yet reached our area so meters could not be placed until 1908 however water main extension did occur on SE 2nd Ave next door enabling later construction improvements such as hospital

However annexation by Harvey led to rapid growth northward including several homes subdivided into tracts known as Highland Park along I-35W between University Avenue West and White Rock Road before becoming Milton after incorporation in 1951 due largely to tax breaks provided by then City Manager Harry Fenton upon request from newly elected mayor Floyd Burchfield Jr.. After many years during which zoning changes allowed for further subdivision later leading to increased prices for housing – particularly along I-635 – voters approved annexation back into the city limits on November 3rd 1981 via mail ballot despite objections from residents living east or west of US Highway 35W whose land would be lost if annexed .
