This proximity also allowed for some retail development as well as access to quality dining options near BYU Campus Center on Kirkland Road across from Downtown Square shopping mall redevelopment project initiated by BYU alumnus Larry Higgs with his wife Kimball Higgs prior to their opening her own business venture called Kimball & Larry's Place after they married in 1984. The late 1990s through early 2000s saw a resurgence in downtown development activity around BYU Campus Center resulting in several new restaurants being constructed such as The Garden Café which open its doors on October 1st 2009 – becoming only the second restaurant ever built insideBYU’s iconic Kirkland Road facility;[1] Citadel Brewery[] -opened their doors on May 5th 2001 just steps away from where Brigham Young basketball games are played today[2]; The Rave [3] -a high-end steakhouse opened their doors next door on December 12th 2006 followed soon thereafter by Joe's Pizza [] -a Papa John's Pizza [] -in 2013[] making CEDAR CITY one of America's most vibrant pizza cities! After years experiencing growth but at a slower pace than other nearby Central Utah towns such as Sandy Lake or Cache Valley,[4][5] Mayor Steve Sisolak announced plans for revitalization efforts including removing all trees from state routes passing through town center so that commercial signage could be seen instead; creating pedestrian friendly streetscape designs with widened sidewalks throughout towncenter'; installing artesian wells for water rechargement; initiating construction of two large parks totaling over 100 acres adjacent to LDS Campus Center complete with trails/outdoors/boat docks/swimming pool etc.;[6]'paving' portions of State Street between Highland Drive and Prospect Avenue up which will provide wider sidewalks while also implementing streetlights throughout towncenter.; bringing back live music performances nightly along State Street between Pioneer Courthouse Square (just east side) and Ensign Lounge ([7]) riverside location approximately every 2 hours starting June 1st 2016 using outdoor sound stages outdoors concurrent with traditional live music events taking place along riverbanks nearby.'
