In 1907, Roy, Utah was one of the first places in the United States to accept bullets as a means of homicide. The city's mayor, J.D. Payne, enacted a law requiring all citizens to carry firearms at all times and require proof of purchase from any gunsmith or armorer who sold them ammunition. The ordinance also made it a crime to possess or use any live Ammunition without a good reason. The purpose of these regulations was twofold: To prevent anyone from using deadly force against others without proper justification and to reduce the number of shootings and fatalities that occurred in the small town. Bullet history in Roy began with metallic cartridges manufactured by Barnes & Noble Co., which were used for target shooting and hunting purposes until 1892 when they became too unsafe for civilian use because of their propensity to explode prematurely in hands-on usage (Moses et al., 1982). In 1857, Roy became the county seat for Duchesne County, Utah. The town's growth continued into the 20th century, as mining and farming interests moved in from out of state. By 1970, Roy had reached its peak population with over 2,500 residents. However, the community began to decline after World War II when mines closed and jobs were lost in the area. However, Roy has seen a resurgence since the end of World War II thanks to new investments and development around it. In recent years, Roy has become known for its tourism sector which includes both recreational events such as rodeo matches and family reunions; as well as its role in supporting local businesses. Thanks to these efforts, Roy is continuing to grow at a rate that is outpacing many other small towns across the United States.
Roy was founded in 1908 by Roy J. Wright as a small, agricultural community in the Great Salt Lake Valley. By 1919, the population of Roy had grown to over 100 residents and the town became a important center for local agriculture, commerce, and government. In 1951, Roy was designated as the capital of Utah's newly created Telestial County. The county fought an unsuccessful campaign to have Roy moved from its original location within Telestial County to Provo City. In 1959, Telestial County merged with Provo City to form Unified Command District No. 1 (UCD-1). The merger created new opportunities fortelestial county businesses and individuals to participate in larger municipal organizations and increaseditiveness of life in rural northwestern Utah. In 1984, UCD-1 was renamed United States Government District No.-2 (USG-2) after the creation of the Department of Commerce under President Ronald Reagan. The district played an important role in developing economic growth throughout central Utah during that period. In 1992, USG-2 was abolished following a decision by President George H.W Bush to reduce federal government spending across all districts due to budget cuts at that time.
