During its earliest days as an incorporated city, Burlington was patrolled by a single constable who resided at what is now Elmira Village (now part of Downtown). On October 26th 1792 Deputy Constable Samuel Hitchcock was dispatched to take care "of Disorderly People" near College Corner but found no such person or evidence that any disorder had taken place…..In 1796 James Bailey set up shop along Main Street cornering Market Square….. taverns were soon opened along Main Street between State and Vernon Streets…..in 1800 storekeepers erected two houses at Water Street cornering Trade Row…………………in 1802 Nicholas Flouray opened up his flour mill next door to Nicholas Hardesty’s bakery………………….the mills produced woolen cloth for export starting in 1805………………….on December 1st 1800 John Elliot founded what is now called New England Bankruptcy Court where he served as Trustee from 1800-1801…………………………………………………………………………………………………………………………After becoming an incorporated city on November 3rd 1872, Burlington quickly became one of America's most bustling metropolises with lively commerce happening along main streets throughout all levels: business districts like North End (later Elmira), South End (later Weymouth),Market Square/Waterfront Mall/Fashion Mall; neighborhoods like Vineyard Heights/Westside; light industrial areas like Addison Square;and new social enclaves especially around First Congregational Church located on Meetinghouse Hill since it offered space for religious services free fromcommercial interference…………..On January 15th 1893 Mayor Amos Kendall created a fire prevention department effective February 1st .......................In 1895 City Council authorized construction OF THE FIRST ELECTRICITY LINED GAS STATION IN AMERICA ELMWOOD AVENUE A block west OF MARKET SQUARE.........The electric company built this station on September 25th 1896 using government land adjacent TO College Corner just north Of Water Street...................Because electric service was so new then businesses needed time To adapt they locate their stores near Broadway & Washington Streets opposite Market Square..................Electric service extended into all parts Of The City by 1900.................By 1909 there were 2 hospitals: ONE INSIDE THE CATHEDRAL AND ONE LOCATED NEAR HIGH SCHOOL.............The Cathedral Hospital closed down in 1927 but portions are used today as housing developments known collectively as Cathedral Courts.....Atwater Avenue between Broadway & Washington Streets became known locally as "The Boulevard".......Many landmarks still stand from when Burlington was originally settled including [the] Federal Courthouse which housed our first courthouse building AND THE WHITE HOUSE..............
