Culpeper is a town in Virginia, located on the Rappahannock River. The population was 10,471 at the 2010 census. It is the county seat of Culpeper County. One result of this confiscation was that many important buildings were destroyed or damaged including most notably White's Station which remained standing until 1840 when it burned down due to arson by local residents who thought it would be removed by authorities as part of a campaign against slavery. After Reconstruction ended in 1865 following Union victory over Confederate General Lee at Appomattox Court House (April 9th), many slaves were free who moved into areas such as Culpeper where they formed communities self-reliant upon agriculture while awaiting emancipation through legislation passed by Congress ceding all southern states to Abraham Lincoln’s America before he left office on April 14th 1865 A significant number also emigrated northward to Canada where they encountered more favorable economic conditions than those prevailing southward after 1867 when reconstruction ended with freedmen returning home via railroads following passage ofthe Railway Act Of 1862 . Some remained here permanently while others returned periodically over time until finally all but one hundred thousand African Americans living eastof Petersburg were ordered out entirely by order issued by President Andrew Johnson on December 15th 1968 pursuant to Section 3(a)of Executive Order No 11491
