By 1860 most residents had either left for better opportunities or moved away because of growing economic instability caused by improved transportation systems such as railroads and canals brought about by development west of Alexandria Some historians believe that one reason why this area did not experience much growth during early 1800s is because English colonists were not interested in developing land located near Potomac River where they could control navigation rights and trade routes without facing Native Americans A second factor may have been due to Indian resistance against white encroachment despite British promises not to do so In 1790 when George Washington took office he inherited a government consisting primarily of men who had served under British commanders during the Revolutionary War He quickly realized that adequate representation would be required if he wanted any chance at success as president So he appointed Committee on Boundaries (CAB) which recommended doubling present boundaries for each county so that more people could be represented . These recommendations were accepted by Congress but no action was taken until after his inauguration when General James Houstoun recommended changing counties lines . On January 25, 1791 CAB met again with Dr Samuel Seward , Secretary at War for England who offered suggestions on how best to proceed with this important task The decision rested with Dr Thomas Jefferson who wrote: “ … I am sure we must reduce them (the large proprietors) almost into nothing before we put them into competition with others” WhenJefferson received news of this proposal he immediately sent out orders empowered him “to purchase all lands lying between Great Falls on the Potomac opposite Georgetown [and] Mount Vernon” One result of these purchases was that most landowners within present day Fairfax/Falls Church/Manassas ridings came under private ownership while those located outside these areas became pubic domain
