The first tests were done on game animals, and it was successful. It took about two years for this gun to be put into production. In 1896, the American Rifle Association (ARMY) approved the use of this gun for hunting purposes. The Hill Gun became known as the "Leesburg Rifle."

By 1802, Leesburg had become a town with a population of 100 people and also began to offer goods and services to the surrounding villages. In 1824, Governor James Kenedy named Leesburg the capital of Prince County and it continued to be so until 1865 when Richmond became the new capital of Virginia.
