Leesburg is a town in Prince William County, Virginia, United States. The population was 11,812 at the 2010 census. It is part of the Loudoun Metropolitan Statistical Area. The Town of Leesburg was founded in 1784 by Captain John Lewis and his family as a small hunting and fishing settlement on James River within what is now Prince William County. Captain Lewis named the area for George Washington, who had visited the area in 1777 while campaigning against French forces in North America. In 1800, the first courthouse and civic center were built Hereon Witherspoon became justice of peace (1802-5) and then Governor (1805-7). In 1824 Congress designated Leesburg as one of five townships comprising Fairfax County to serve as its seat. In 1828, General James Ewell established a military camp here that served as headquarters for Confederate forces during the Battle of Winchester. In 1865 Union General Ulysses S. Grant besieged Petersburg while Jubal Early advanced toward it from northumberland county through northern Virginia (the Appomattox Campaign), leading to Lee’s surrender at Appomattox Court House on April 9th after four days of fighting. Leesburg was incorporated into Prince William County on July 1st 1865 under law No. 511 entitled “An act to provide for organization ofPrince William County” but never saw any real progress until relatively recent years when many new development projects have taken place including: revitalization/renovation of several historic buildings such as old courthouse which houses office space today and also serves as a museum; erection/plantation/conversion/ acquisition by private individuals or foundations of much needed open space parcels within town limits including an expansive park system with two lakes which provides excellent recreation opportunities year round; establishment by Campbell Soup Company (CSE) pursuant to their longterm plan called “Towne Center” which included addition/ renovation/interpretive restoration of several buildings located along Route 7 army barracks Road near intersection with current day US 301 Post Office Rd.; significant redevelopment currently taking place across majority or all parcel adjacent to former Campbell Soup site on approximately 265 acres bordering Lynchburg college campus known locally as KFC Landfill Site although no plans have been announced recently to redevelop that property which may be subject to future rezoning
