Lynchburg is a small town in the Shenandoah Valley of Virginia. The population was 9,723 at the 2010 census. It is the county seat of Loudoun County and home to the University of Lynchburg. The town was founded in 1753 by Colonel Thomas Lynch as part of a survey for future unsettled territory in present-day Virginia. In 1865, after several days of skirmishes involving Confederate forces throughout central Virginia, Ulysses S. Grant ordered his final offensive against Lee's Army at Appomattox Court House; however, despite inflicting heavy losses onLee's force (including 511 Americans killed or captured), Grant was unable to break through Confederate lines and surrendered at Appomattox Court House two weeks later.[2][3] This event marks both surrendering Generals Lee and Grant from history; prior to this point they had been considered "heroes".[4] As a result of these events local citizens took up arms against Union forces until late 1865 or early 1966 when all Confederate soldiers were pardoned by President Abraham Lincoln.[5][6] As part of Reconstruction South Carolina seceded from Virginia following the war while North Carolina continued to remain a part thereof;[7] so too did Lynchtown become embroiled in this political controversy with residents arguing that they were treated unfairly compared to other Southern towns that remained attached to the Union side during wartime.[8][9] This tension would persist well into the 20th century with various efforts made by both sides to resolve it without success[10]. In 1990s businessman Dick Morris attempted unsuccessfully [11]to change zoning laws governing construction permits so that more businesses could be built within city limits but opposition arose from downtown merchants who saw this as another attempt by developers to control local commerce based on their personal gain rather than providing quality services necessary for economic growth[12]. Overall however there has been recent progress towards resolving some problems such as increased development around Interstate 64 creating commuter traffic congestion,[13][14][15];Increasing tensions between police officers over use of force incidents,[16];and poverty among black residents which has contributed significantly to crime rates among African American residents across much larger cities such as Washington D.C., New York City and Atlanta
