In the early 1800s, Norfolk was a thriving port town. With a population of over 100,000, it was one of the most important commercial and cultural centers in Virginia. However, by the time the Civil War began in 1861, Norfolk had already lost much of its trade and commerce. The city’s only hope lay in its munitions stockpile which continued to be stockpiled despite the war. In February 1865, Confederate General Robert E. Lee ordered all military stores within Norfolk to be destroyed as part of his effort to starve Union forces into submission. This led to a comprehensive attempt by Union authorities to destroy all Confederate munitions caches throughout Virginia. However, this proved impossible due to the large quantities of ammunition still remaining unharmed inside Norfolk munitions warehouses. As a result, many hilly and rural areas around Norfolk were left without any weapons or artillery for months after the war ended. This long-term neglect has resulted in significant rusting and damage to these warehouses which are now commonly referred to as “The Rust Belt” because of their prevalence in this region during the post-war period. Despite these difficulties, Norwich fared relatively well during wartime due largely to its strategic location on Roanoke Island off Virginia’s coast. In fact,Norfolk enjoyed some nominal peace times between 1861 and 1865 thanks to its neutrality relative to both sides in the conflict (although there were occasional skirmishes). This was chiefly due to local government efforts aimed at promoting industry and creating opportunities for exports such as textile production from mills located on Roanoke Island (amongst other things). Despite these successes however – especially given that much of Norwich had been destroyed or damaged during hostilities – conditions deteriorated rapidly following Lincoln’s inauguration in January 1866 when martial law was imposed across much of Virginia following defeats by Confederates at Gettysburg and Vicksburg Peninsula campaigns respectively.). Under martial law conditions creativity flourishes as businesses tighten up their belts; individuals turn towards more covert methods for securing goods; smuggling becomes increasingly popular; gangs take control; crime rates increase…. In 1957, Norfolk began hosting a biennial international regatta called “The Virginian Regatta” which remains one of Northern Virginia’s biggest events today
