In 1792, Poquoson residents James Byrd Jr., wife Elizabeth Randolph Byrd, their son John Randolph Byrd II and their servant Giles Weldon organized a group of thirteen men to purchase land from the Indian tribe known as the Pamunkey for $5 per acre. They named their new settlement "Poquoson" after one of their father's slaves who had brought them here while he was serving as director of British North America (BNA). By 1800, Poquoons numbered over two hundred people and consisted primarily of farmers with small businesses located along waterways near present-day White Flint Road and Upperville Road. In 1815, Captain Thomas Paine arrived in Prince George's County looking for a site for his proposed capital city – Alexandria – but due to political instability in that region he instead settled at Point Lookout on Roanoke Island. After several years living aboard HMS Resolution off Norfolk Island during the American Revolutionary War he decided against returning to America however when war broke out he sailed back into Chesapeake Bay and founded Alexandria on April 12th 1795 with his family by his side. One year later they moved into an existing house on High Street which became known as Paine House today. The first permanent white settler in Poquoson was Captain John Smith who arrived on July 24, 1776, during the American Revolution. He and his group of men were looking for a place to winter when they discovered an area that would be ideal for farming because of its fertile soils and lack of trees. The name "Poquoson" derived from the Powhatan language word "kopo," meaning "place where there are many fruits." Captain John Smith's colony eventually grew to include over 100 people and began trading with other nearby colonies as well as France and Spain. In 1782, James Robertson founded another white settlement in what is now Poquoson called Saint Clair which soon became known as Robertsonstown because most of its settlers were Scottish immigrants who had returned home after serving in the British Army during the Revolutionary War. On November 6, 1819, Poquoson residents voted to become a town after years of consideration by local officials and citizens. The vote followed recommendations from a committee formed to study town charter changes recommended by General Robert Ewell Jr., Commander of District IX within Virginias Continental Army during the American Revolution. On November 20, 1819, Town Meeting convened at Masonic Hall with all but one resident present voting against incorporation into a new town due to lack of funds. However, three weeks later on December 12th meeting motion was passed by 3-2 vote to incorporate into a newtownship under the name "Poquoson." In 1924 Poquoson voters approved annexation by Fairfax County following their request for such action through referendum pamphlet given that their own taxes did not support continued independent status quo within theirown municipality despite having similar boundaries including areas now located in Prince George County
In 1795, the area that is now Poquoson was part of the Colony of Roanoke. The first English settlement in what is now Poquoson was made in 1607 by John Smith. By 1817, the colony had been disbanded and all its land divided among its citizens. In 1815, Poquoson became an independent county within Rappahannock County. On February 14, 1860, Poquoson was incorporated as a city with a population of 914 residents.
